Short of getting into a very long winded discourse (a la Zen and the Art of Motorcycle Maintainance) I'll sum it up in a word: effective.
With that in mind, several considerations exist. Target audience, primary message, response desired, and experience of the end user. General look and feel cannot be overestimated. Interactive media is different from print and other media, and good design optimizes the advantages while minimizing the disadvantages.
In the business world, the realities of budget and schedules must be considered. When a workable balance between budget, schedules and effectiveness goals is established, quality is indeed possible.
